Launch of the Financial Markets Recovery Project in Bangladesh, Followed by the Corporate Governance Training of Trainers Program for the Banking Sector in South Asia

The first Corporate Governance Board Leadership Training of Trainers (ToT) for board directors of financial institutions in Bangladesh and South Asia was held at the Bangladesh Enterprise Institute (BEI) on March 4-6, 2011. It was organized by the Global Corporate Governance Forum in cooperation with IFC South Asia Advisory Services (in the context of the IFC Bangladesh Corporate Governance Project) in partnership with BEI, Bangladesh Association of Banks (BAB), and Bangladesh Institute of Capital Market (BICM).

The TOT participants, screened from over 50 applicants, included 20 high level board members and former managing directors of banks, university professors, professional auditors, chartered accountants and lawyers. The participants were selected based on their background, expertise, and potential to deliver further capacity building on corporate governance for the banking sector. The Executive Director of BICM, and members of BAB were among the participants.



The training program is key element of the Forum's Financial Markets Recovery Project (FMRP) designed to strengthen corporate governance practices in financial institutions, with special focus on addressing issues related to risk governance. The ToT program is based on the Forum's Corporate Governance Board Leadership Training Resources Toolkit, and its Governing Banks supplement.

The Training Resources were developed by the Forum in 2008, and have already been adapted by director training institutions in over 50 countries. The comprehensive materials comprise a detailed training resource encompassing all aspects of board leadership, with particular emphasis on strategy formulation, financial controls, supervision and reporting, and risk management.

The Governing Banks supplement to the Training Resources was developed in response to the global financial crisis of 2007-8. It addresses specific needs of directors of banks and financial institutions. Launched in Indonesia in November 2010, Governing Banks was extremely well received, and is now being launched in Bangladesh, as well as globally.

The FMRP was officially launched in Bangladesh on March 3, 2011. At the opening ceremony, Dr. Atiur Rahman, Governor of the Central Bank of Bangladesh, said, "I would like to express my appreciation for BEI championing for some years now this important cause of upgrading corporate governance in Bangladesh. IFC-Forum in this initiative of training of trainers will help bank directors better understand their roles and responsibilities and motivate them to be pro-active change agents. I am therefore looking forward to this initiative of BEI, IFC and Bangladesh Association of Banks yielding us in the coming months a substantial bunch of bank directors, well trained and well motivated in their roles and responsibilities in safe and sound governing of their banks, on a stable growth path through upswings and downswings in the unfolding local and global scene."
