Domain names aren't about Web development, per se, but they're related, since every Web site has an address (URL) that contains a domain name, and the owners of most Web sites these days wish to get a distinctive domain name for them. Hence, a discussion of the structure and purpose of domain names is relevant.
Pedantic Note: Well, not every URL has a domain name in it; you can use a raw IP address, like http://206.28.109.1/, but that's seldom done because such URLs are hard for humans to remember and are not particularly stable since networks can get moved around.
